Magandang gabi! Good evening!
The year just passed was full of surprises, or rather replete with news that were both brightening and threatening. As people were beginning to celebrate the holiday season, Gaza suddenly ignited as Israel’s Defense Forces brazenly entered the inner zones of the already blighted Palestinian corridor and indiscriminately terminated hundreds of suspected terrorists including children.
But as the hell fires of Gaza were gathering hotter winds of hostilities, the world’s peoples warmly enthused to watch the much awaited match between the top champs in boxing, Oscar De La Joya of Pan-Latin world and Manny Pacquiao of Southeast Asia. On that very moment of the fight, the world’s gaze was glued on this battle of the sports titans, and were so amazed to watch the impeccably peerless Pacman exhibit his prowess, whose every punch pounded on the helpless Oscar like pummeling boiled potatoes into some salad mix.
There was no doubt that the year 2008’s best year ender news was no other than Manny Pacquiao himself. Not only did he brighten up his own home city of General Santos or his beloved country the Philippines, he added light of optimism to the entire sports world and planet Earth as a whole.
Today the entire boxing arena had transferred its spotlight from the previous heavier weights to the middle divisions, where both Pacquiao and De La Joya are situated. Pacquiao is the world’s top boxer, he is the spotlight of the entire boxing profession, and he is likewise the world’s top athlete as of the end of 2008.
What else can we ask from this greatest champ of the season, then to accept our accolades and best wishes? From former bakery worker of his poverty youth days to the world’s best athlete and one of the best paid too, the same wealth that he openly shares to his poorer compatriots as philanthropic boon, this noble man deserves everyone’s esteem and respect.
Let us hope that we can have more news this year 2009 that could approximate the light of hope exhibited by Manny Pacquiao, aside from the expected victories that the Pacman will again demonstrate to us all facilely.

Hello Fellow Earthans! Hello world! Welcome 2009, the Year of the Ox!
This economist, sociologist and self-development guru has been hibernating for awhile as part of a year-starter contemplation period. I’m now formally ending this hibernation, and will resume sharing my thoughts about world events and wisdom.
The holiday season is surely a period of excitement and fast-moving events comprising of parties, reunions, and chows. Like everyone else, I was swept away by the enchantment of this unique period, and ended the year with over 10 pounds of extra weight.
In January 1-4 I took some time out to visit the Sabang Beach of Puerto Galera, Mindoro. An excellent place for scuba diving, this spot is just contiguous to two (2) other wonderful sites, the La Laguna Beach and Coco Beach. I spent the tour with my cousin Evadne Argonza-Bautista and her other half, Rudy Bautista, chief engineer and overseas seafarer, who brought along their two starseed kids Raissa and Randoll. I also had a reunion in the beach with my cousin Ricky Argonza, a master scuba diver, who manages the Garden of Edens resort (German-owned).
I was just about to begin orienting myself to the new year, by detailing my annual battle plan (goals) and burning the excess fats gained from the holidays, when my Dad’s 2nd wife (Lorna Argonza) suddenly died last January 15 while travelling back by bus Manila. Being the only son of Dad (Steve Argonza) who’s here in Manila (all of my sibs are in the USA), I had to conduct my filial duties and be the burial event organizer-operator for my old man. The lady, Tita Lorna, was finally buried last 20th of the month. The day after, the 21st, saw me hit by allergic rhinitis, a recurring ailment, after all the stressful though preparations for the burial.
Still nursing my rhinitis, I finally am finding the time to catch up on my goal-refinements, fat burning gym sessions, and reflections about global events. The year opened up with Gaza (a spill over from late 2008), the pessimistic facet, and the installation of Barack Obama as US president, the optimistic facet. We will all be watching the aftermath of these two events for sure, as they contribute to the shape of 2009 as a whole.
We’re also preparing for the celebration of the start of the Year of the Ox, which is a legacy of the Chinese culture. I’ve already bought new crystal materials for balancing my home, and an ox figurine for my work room & study. A positive year this will be in terms of bountiness, as the underlying Tao philosophy of the celebrations so explain.
Well, Fellows, let’s hope for the better for 2009 in terms of moving out of the economic and politico-economy cul de sacs that our planet has been seemingly entrapped into. Welcome the Ox Year with a Big Bang!

Good morning!
We just received a few days back the gladdening news that the Philippines, my beloved country of embodiment, garnered the 6th top rank among the best Gender Empowerment countries. This is no small feat, or is in fact a giant feat for a nation that is still struggling to get out of the clutches of its colonial past and born anew as a prosperous and mighty nation.
As the report says, the Nordin nations garnered the top posts, and half of the top 10 are Norse in nature. This is likewise a very gladdening news for a region (Nordics) that had for centuries been mired in low culture, authoritarianism, imperial expansionism, and predatory state practices.
Bro. Erle / Guru Ra hereby extends his Big Kudos to the Filipino women and to men as well for re-creating our society into a very gender friendly and liberated land for our women and other genders.

From my highland nest in Manila goes Big Kudos to Barack Obama & US Democrats!
My first elation has to do with the fact that Obama represents my generation of ‘post-industrial babies’, comprising of those aged 55 and younger. Obama represents a broader worldwide trend of leaders who are veering away from intolerant/polarized values towards one of ‘tolerance for difference’. My generation is the first among the emerging ‘global citizens’, and I could hardly wait to see various sectors worldwide taken over by the most competent and enlightened ones among us, as exemplified by Obama’s take of the US presidency.
Another source of elation is the fact that Obama is a Black man, the first one ever elected as president in America. His victory sends a clear signal to many countries across the globe—dominated by Whites as majority populace—that the time for change has come. Just across the border, in Mexico, the citizens are still accustomed to choosing a White Man as president: White, and Male. Quite a bit further, down south in Argentina, it’s still White country there, and I wish the minority Colored people or Colorados will get to be Chief Executive, whether they are male or female.
Finally, a source of euphoria over Obama’s victory is his being funded largely by the people’s purses. True, there were fund donations from the wealthy families, but to say that their pockets constituted the cutting edge funding would be to disregard those aggregates of monies that in-flowed to Obama’s campaign coffers from out of ‘couples of dollar bills’ donations from the workers & middle classes. I would dare say that the people’s purses comprised the cutting edge in funding, for the 1st TIME, which has many governance implications for Obama’s Team.
There are certain sociopathic elements in America, represented by the perennial Democrat candidate Lyndon LaRouche, who have been peddling the allegation that George Soros, through his subaltern Felix Rohatyn, were behind the bulk of funds for Obama. In some other articles published early this year, LaRouche kept on peddling the noxious allegation that Mafia groups were behind Obama’s making as a politician, and that, ipso facto, his funding would come largely from the same criminal rings.
Were it not for LaRouche’s sociopathic and fascistic tendencies, I should really find many of the facts and thoughts that he generated as worth our reflections. Let us challenge the likes of LaRouche to come out with evidences, and file criminal charges in proper channels such as the US Senate, and they better desist from further slanderous and libelous accusations against a political team that is outside of their poll choices.
The people’s purse option, let me repeat, has deep governance implications. It is indicative, first of all, of the immense constituency participation during the polls, which clearly created for them (people) a status as co-partner of the Obama Team. Second, the people’s purse option gave the clear mandate to the Obama Team, comprising largely of noblesse technocrats, that it can exercise a ‘relative autonomy’ from diverse interest groups particularly the financier-technocratic-military elites.
I would prefer to see the Obama victory as a ‘14th Brumaire of the US Technocracy’, which is a very laudable feat, precisely as a result of that people purse option. 14th Brumaire refers to that moment in history when Louis Bonaparte declared a coup d’etat in France, a grand act of defiance against the oligarchy that enabled him to exercise ‘relative autonomy’ from the latter. The governance implication of such an act is that the Strong Man was able craft and enforced policy initiatives, unhampered by the pestering demands of ensconced elites.
Obama won his coup equivalent by way of the electoral path, with aid from a vibrant electoral constituency and allied politicians who also buttressed his victory with additional seats in both houses of the US Congress. With solid grounds of support from both the people and the legislative allies, Obama has been practically offered the policy initiative on a golden platter by the electoral heaven of social contract. And the good image exuded by this Team was that of a change-directing Technocracy rather than that of a rambunctious Pedagogue of dangerously perverse hoi polloi.
With such a grand opportunity of mandate, the Obama Team is enabled to re-engineer the policy environment of America on its initiatives. Lobby groups and ‘whispering mafias’ representing the elites do not have a business making demands on this Team, and must be kept at bay, in practice more than in words as promised by Obama.
The Obama Team should also use this ‘14th Brumaire’ mandate to begin a long process of healing. The healing work is quite complex, as it entails tasks both on the domestic and international fronts. This healing can begin by the shift in tact from that of the previous hawkishness of the neo-conservatives to the dovish aura of Wilson-Roosevelt-Kennedy greats.
For my own country, Obama should not forget the 1 Million+ Filipinos who died during America’s invasion of the nascent republic, many of whom died as ‘collateral damage’ of a genocidal campaign. White House and Congress should better release their respective statements of apology to my nation, dubbed as populated by “brown monkeys with no tails” by the White combatants (T. Agoncillo, History of the Filipino People). Coupled with this is the return of the Balangiga Bells that were looted by the US Army after leveling the town of Balangiga in Samar province, with all town folks butchered and all visible structures burned to the ground (ibid).
Obama must also remember the 1 Million+ Filipinos who died during World War II, or who died defending the interest of America in the Far East. Many of the living veterans of that war are waiting for their additional just subsidies, their bones now almost disabled from mobility. World War II was never our war, but was one among the world powers’, and look at what the cruelties and genocidal butchers our people got from defending America here.
Authentic healing will take several decades to undertake. But there is no harm involved by beginning the process now. The Native Americans and Colorados of the USA are expectant, and so are those peoples who suffered from America’s imperialistic adventurisms overseas. Begin the healing now, and put a final end to the USA as Empire.
The Obama electoral coup is total, his technocratic Team’s autonomy ensured. He cannot fail to deliver results as expected, and he must translate that ‘relative autonomy’ into more solid healing and prosperity feats. His massive constituencies must help the Team in this colossal task, to ensure galvanization par excellence, rather than just wait passively for results.

Citizens of Terra, Peace & Love!
Within a few days from now, on November the 6th, the USA electorate will choose a new set of federal leaders. As observed in all quarters, this giant pillar of the global economy is currently on a downspin in both the domestic and international fronts. Being Fellows of this planet, we cannot just stand by and show indifference to the eventualities forthcoming, but should, I think, exude one of concern and love for the people of America.
Never mind if for past decades this hegemonic power from up North had manifested excessive force in dealing with other nations of the planet, for both political and economic purposes. Never mind if multitudes of our own compatriots who were caught up in the military and trade offensives were sacrificed in the process: their lives snuffed, bodies injured, and livelihoods irreparably wrecked. Never mind the 36 Millions of peoples who died due to the military adventurisms of America since after World War II. Mind only that we all move forward ahead, that we continue to forge a new world of peace and prosperity in a global regime of ‘dialogue of civilizations’.
American society is now very sick. There is no way that we would ever desire to see this country fall, or fragment into the abyss of chaos, as partisan groups would seize the opportunity offered before them, go the way of violent adventurisms and slug each other out in the terrain of Old Wild West of blazing guns. Just witnessing this federal titan beset with political and economic instabilities over the next ten (10) years, would already spell trouble for the entire global community that will experience the catastrophic impact of the uncertainties caused by the consequent anarchies thereafter.
America is very sick, and if there is anything that we Peace Advocates must demonstrate now, it is the collective might of forgiveness, understanding, compassion, and brotherhood/sisterhood. Let us show the power of Oneness, precisely by commiserating with our brothers and sisters in America who are equally beset with enormous pains from the miserable descent of their beloved country to the hovels of the Damned and the Fallen Ones. Look Fellows, the Americans are leveling down mountains of evils by the normative pathways of accepted institutions, inspired as they are by their founding patriots and guided by the Constitution of the Union, and not by excessive violence and force that befit only those agents of the Dark Path. Let us all attune ourselves to their hearts in their herculean but sublime efforts, be with them in their painful sojourn.
The forthcoming election is therefore an occasion both for national healing in the domestic front of America, and for global healing as well. Recognizing this sublime import of the forthcoming popular feat, let me state succinctly the petitions:
I call upon our Fellows across the globe, to show our fellowship with the simple folks and mainstream middle class urbanites of the USA, by praying and meditating for peace and progress in the electoral contest. Furthermore, let us all pray and meditate that finally the road back to the Light will begin as a new set of leaders will commence with their noble mandates in a few weeks’ time.
On the day of the polls itself, please sit down even just for a few minutes, burn a White candle for purity of purpose, combine it with Pink candle for love and healing, and pray & meditate for the petition so stipulated above.
Let there be healing and peace on the forthcoming USA electoral exercise, followed by consequent stability and prosperity. So be it.

Chinese innovation ‘too isolated’

[ZHENGZHOU AND BEIJING] For China to become a world leader in innovation, it should address regional differences and promote corporate input, according to a report by the Organisation for Economic Co-operation and Development (OECD).
The report, released this month (11 September), acknowledges that with spending on research and development (R&D) matching that of Germany, China is already a global player in science and technology.
But the country lags in innovation capability and performance compared to OECD countries with a similar level of R&D investment, although China ranked second in global publications levels in 2006.
According to the report, China’s innovation system is not fully developed and inadequately integrated. It describes the system as an “archipelago”, a large number of “innovative islands” with insufficient links between them.
Current regional patterns of R&D and innovation create too great a physical separation between knowledge producers and potential users, the authors say.
In addition, although foreign investment in China has increasingly contributed to innovation, the domestic business sector has been slow to make productive use of accumulated R&D investment, human resources for science and technology, and related infrastructure, the report indicates.
The Chinese government is looking to address this. For example, a recent study found that of 22 Chinese biotechnology firms investigated, all had received government funding (see Regulations ‘hinder’ China biotech investment).
But besides funding companies directly, “it is important for China to improve the framework conditions for innovation, which will contribute to building an innovation culture and provide the conditions and incentives for firms to shift their attention to innovation,” Gang Zhang of the OECD Directorate for Science, Technology and Industry and one of the report’s authors, told SciDev.Net.
And Feng Jun, president of Beijing Huaqi Information Digital Technology, a leading Chinese technology company, says the government has distributed its funding too evenly among companies, instead of focusing on a few to gain key breakthroughs.

New authority and law to push Iraqi research

Iraq is to establish a scientific research authority (SRA) to promote science and technology research and improve science policy, and will consider a new law offering scientists significant financial benefits.
The SRA was announced by Abd Dhiab al-Ajili, the Iraqi minister for higher education and scientific research last week (15 September).
It will function independently from the Ministry of Higher Education and Scientific Research (MHESR) and have a separate, as yet undisclosed, budget. Its exact start date has yet to be decided.
The authority will oversee all of the science and technology centres associated with universities and have the capacity to fund research directly. It will also prepare science policy reports reviewing subjects including best practice for funding research, measuring the quality of scientific research, and methods for knowledge dissemination.
The SRA will suggest educational programmes and provide analysis for the MHESR on Iraq’s needs to build its scientific and technological capacity. It will also provide advice to the MHESR and university science centres on topics such as ethics, socioeconomic impact, health and environmental concerns and intellectual property rights.
The Iraqi government is also set to consider a new law aiming to persuade scientists, innovators and engineers abroad to return to the country.
Samir Ibrahim Abbas, deputy director-general at the Iraq Ministry of Science and Technology and a member of the ministerial committee preparing the law, says a draft will be ready within six weeks and submitted to the government.
The proposed law also offers incentives to top scientists and innovators working in Iraq.
These include increased salaries — currently on average less than US$1,000 a month — of 300–350 per cent making it equivalent to the Iraqi deputy ministerial salary level. Other benefits include exemption from the mandatory retirement age of 63 years and preferential treatment and reduced prices when buying land for housing.
Abbas says the law will reward different levels of scientists and innovators depending on their scientific achievements.
Scientists would be expected to apply for the benefits, overseen by a central body comprising representatives from scientific committees in different scientific and technological fields who would be responsible for the evaluation and assessment of candidates.

If I were a Nazi youth, I’d say “Hail Hitler! Hail cassava! Hail cassanova!”
You see, the “superior race” may have failed to distinguish between ‘cassava’ and ‘Cassanova’, that between the two it is the former that brings life, while the latter drains one of life (pardon me Cassanova, please!).
Who knows, cassava could be among the formula to make the White pupils of America increase their aptitude and IQs that were found to be, well, less ‘superior’ than expected? And these White pupils should study science a lot, as they’ve been found wanting in Science and Math aptitude, in contrast to their Asian fellows who are, well, “monkeys with no tails” that perform the highest in the same subjects?
Surprisingly, Melinda Gates, an American White lady, is herself involved in ensuring the bright potential of cassava. The anti-hunger campaigns worldwide, including my own country’s, will benefit a lot from this development.

Selling cassava in Indonesia
Cassava, the primary source of nutrition for 800 million people worldwide, is receiving attention from a project seeking to boost its nutritional value.
The BioCassava Plus project, supported by US$12.1 million in funding from the Bill and Melinda Gates Foundation, involves researchers from Colombia, Kenya, Nigeria and Tanzania.
The scientists have been seeking to fortify a single 500 gram adult portion of cassava with essential nutrients, including vitamins A and E, iron and zinc.
Other goals include making the crop more disease-resistant, extending its shelf-life from one day to two weeks and reducing cyanide toxicity.
The scientists now claim to have “demonstrated proof of practice for all the target objectives in three years” since their 2005 start date.
The transgenic cassava plants have undergone a stringent biosafety approval process in the United States, and field trials are currently being carried out at a US Department of Agriculture site in Puerto Rico.
Next on the agenda are field trials in Kenya and Nigeria in 2009, before researchers attempt to combine the traits into a single plant.
Prof. Erle Frayne Argonza, sociologist & economist, was interviewed anew by the team of the Kapuso program of GMA7. The Kapuso is hosted by Jessica Soho, and operates the 9:30-10 pm block time every Saturdays.
The topic for the September 27 episode, where Prof. Argonza appeared, was about gender and beauty expectations. The title “Kontra-Losyang: Why Is This So?” aptly describes the interview segment for the resource speaker.
Prof. Erle Argonza explained first of all that there is this age-old expectation, in gender relations, that the woman must indeed maintain a beauty demeanor, use beauty kits as part of wellness sustenance, and must delay aging or look young before her husband.
The behavior has both cultural (anthropological) and relational (sociological) factors involved in it. It has become part of human adaptation (anthropological), while it reinforces the power relations between man and woman.
While the old notions of beauty and ‘kontra-losyang’ are still around, Erle Argonza clarified that there is an emerging trend today for men to exude a similar behavior. Young and middle aged men of today are more conscious of their grooming, skin care, hair care and physical wellness than before, and the behavior has to be sustained so as to delay aging and reinforce the marital bond.
As concepts of gender parity become popularized, alongside the increasing paradigm of wellness (health-related), both man and woman must consciously practice skin care, hair care, oral care, physical care, and dress well before their respective partner. Doing otherwise could have a downgrading effect on the self-esteem of any spouse, which could strain marital relations later.
Incidentally, the socialization processes and opportunities for both genders to follow the mutual expectation are well built as early as adolescence when a man or woman begins to practice looking for choices of mate. The older ages, seniors included, are also adapting to the behavior modification patterns, as the new trend picks up pace.

A new report from Lima, Peru, offers hope for tackling extensively drug-resistant tuberculosis (XDR-TB) in the developing world, says Mario C. Raviglione in the New England Journal of Medicine.
The report shows that with “aggressive and appropriate” management, XDR-TB can be cured in most cases.
Raviglione highlights some of the factors that may have contributed to Peru’s success in treating the disease. All patients were given systematic drug-susceptibility tests and were treated with powerful second-line drugs, including a fluoroquinolone and an injectable drug. Where necessary, treatment regimens were reinforced with known effective drugs.
Strict community-based supervision was enforced, comprising psychological support, nutritional support and financial incentives. Additionally, intense bacteriological and clinical monitoring allowed for readjustments where necessary.
Raviglione believes that applying such an approach on a more global scale would help minimise, and effectively manage, drug resistance.
“In 2008, scaling up is indeed the major challenge faced by most complex health interventions worldwide … Effectiveness of a complex intervention depends on coordinated work among all forces.”

As late as a century ago, Americans and Spaniards made the public claims that Filipinos were “monkeys without tails.” Before they left the islands, the Spaniards believed that “Indians (including Filipinos) are animals that talk like humans.”
That being the case, then let us say to those Americans and Spaniards: “thanks Brothers!” Yes, we are all siblings on Earth, and if one regards the other as monkeys then we are all monkeys for that matter.

Perú: mujeres aprenden en quechua a usar computadoras

Mil quinientas mujeres rurales hablantes de quechua, están recibiendo capacitación en su propia lengua para emplear tecnologías de comunicación e información (TIC), como parte de un proyecto que busca acortar la brecha digital en América Latina.
Las mujeres pertenecen a 33 comunidades de la provincia andina de Pampa Cangallo, en Ayacucho, una de las zonas más pobres del Perú.
El proyecto se denomina 1@+tú=1€ y es promovido por la Fundación CTIC (Centro Tecnológico de la Información y la Comunicación) de Asturias, institución sin fines de lucro que según un comunicado de prensa de fines de julio, desde 2007 ha capacitado a más de siete mil personas en América Latina. Su objetivo es acercar la sociedad de la información a personas que no tienen un fácil acceso.
En el Perú, el proyecto se denomina “Incorporando las TIC en la Acción Comunitaria de las Casas del Bien Estar” y es ejecutado por la ONG Movimiento Manuela Ramos (MMR), con más de 30 años de experiencia en proyectos de igualdad de género.
Claudia Rosas, asistente del proyecto, confirmó a SciDev.Net que el proyecto ha resultado altamente beneficioso para las mujeres, que ahora se sienten “menos vulnerables, mejor empoderadas y más comunicadas” y ya están enseñando las TIC a más hombres y mujeres de sus comunidades.
Gracias a la capacitación ahora saben, por ejemplo, qué hacer y dónde buscar información sobre sus derechos en cuanto a violencia doméstica y abandono familiar, pueden gestionar demandas, conocer nuevas fuentes de ingresos y realizar actividades de desarrollo comunitario, especialmente en salud.
Como la capacitación se hace en quechua, ellas se sienten cómodas y aprenden con facilidad, precisó Rosas.
Las Casas del Bien Estar han sido equipadas como infocentros. Las mujeres las denominan Rimanacuyta Yachana Wasi (Casa donde te enseñan a comunicarte).
El proyecto, que terminará a fines de agosto, ha permitido incluso que muchas personas ubiquen a sus familiares desplazados de la zona por la violencia política que sacudió a Ayacucho en la década del 80.

I do honestly admire the Chileans for their great drive to propel their country to economic prosperity. And I have no better wish than to see the Chileans let go of that Dark Age past of tyrannical rule by the barracks folks. Chileans might profit the better if they move on in their creative pursuits, undistracted by the impurities of barracks mindsets that they have acquired from their tormentors.
Chileans should in fact thank their tormentors, as the tempest they all experienced, which we Filipinos did pass through as well, have tempered them all for greater challenges, strengthened their collective wills-to-prosperity, and ascend the ladder of national success. Let go of that past, Chilean fellows, please.

Chile: alto potencial de uso de energías renovables

[SANTIAGO] Las energías renovables no convencionales (ERNC) y el uso eficiente de la energía eléctrica podrían satisfacer hasta el 40 por ciento de los requerimientos energéticos de Chile en 2025.
Así lo demuestra un estudio de las universidades de Chile y Federico Santa María, difundido el pasado 8 de agosto, que estimó el potencial aporte de energías como la eólica, hidráulica, biomasa, geotérmica y solar en el país.
La cifra supera largamente las metas impuestas por la Ley de Energía aprobada en marzo pasado.
Según esta ley, entre 2010 y 2014 las empresas generadoras y distribuidoras deberán proporcionar cinco por ciento de la energía que comercializan a partir de fuentes renovables y llegar al diez por ciento en 2024.
En 2025 la demanda del Sistema Interconectado Central (SIC) alcanzará a 105.560 GWh. Para ese año, las ERNC y el uso eficiente de la energía eléctrica podrían contribuir con cerca de 40.000 GWh, estima el informe.
“Esto significa un mejoramiento de la calidad del servicio, disminución de la dependencia energética, aumento de la competitividad y productividad de las empresas y reducción de los impactos ambientales locales”, dicen los investigadores.
Así, el uso de ERNC reduciría la emisión de CO2 en 16 millones de toneladas por año, estiman los autores.
Según dijo a SciDev.Net Sara Larraín, directora de la ONG Chile Sustentable, incluso considerando que el potencial económicamente factible de las ERNC es de alrededor de 17 a 28 por ciento de los requerimientos para 2025, “el porcentaje triplica la meta obligatoria fijada por el gobierno en la ley de energías renovables”.
Por eso, agrega, “la legislación es el único instrumento que tiene el Estado para obligar a las empresas a desarrollar esta opción, que es a largo plazo más barata”.
Para impulsar el potencial de las ERNC, el estudio propone crear una Agencia Nacional de Energías Renovables autónoma.
